Description: This layer contains the Stormwater Hydro Lines for the City of Mobile, AL. The HyroID is the unique identifier.Per Tony Ebright Ditches in ROW are COM (in front of residential and commercial properties). COM only responsible for digging out if filled with sediment. Property owners are responsible for mowing, picking up debris, etc.Canals are “owned” by the COM but not maintained by COM (it gets a little confusing but Corp of Engineers is responsible for dredging.) If a COM maintained Hydroline crosses into private property, it is maintained by COM. Features that connect to the COM maintained hydroline are PRIVATE unless that contain COM water.
